What each layer proves

The system deliberately separates availability, quality, and production authority.

1 · Connectivity

Exact-token probe, exit status, latency, cost telemetry, and immutable local JSONL receipt.

2 · Task quality

Multiple isolated proposals run against one common evidence set. Trusted review scores correctness and non-delivery.

3 · Promotion

Codex or Claude synthesizes, reruns the trusted gate, commits intentionally, publishes receipts, and only then promotes.

Unattended execution remains gated. The supervised launcher reconciles live process exits honestly. Automatic 24/7 dispatch stays disabled until terminal-state reconciliation plus killed-launcher restart/resume proves zero lost or duplicate attempts.
